Detour Restrictions Still in Effect
The temporary
bridge detour restrictions on vehicle size are still in effect.
They will not be lifted until the south half of the new bridge is
complete and the driving lane is open. This is scheduled to happen on

4.5-Hour Bridge Closure 12/29

On Thursday, December 29th, the bridge will be
closed from 8:30 AM to 1:00 PM+. Concrete trucks will begin arriving
at 8:45 AM to place 42 cubic yards of concrete in piles and pile caps
at piers 2, 3, and 4. The 4.5-hour closure time is an estimate.
The concrete pour at piers 5, 6, and 7 went well on
12/22, although it did take longer than expected at just over 7 hours.
There were some delays on the part of the concrete supplier, who has
promised the contractor that it won’t happen again. Thank you all for

4- to 6-Hour Bridge Closure 12/22 and Caution
8:30 AM to 12:30+ PM on Thursday,
12/22
On Thursday, December 22nd, the bridge will be
closed from 8:30 AM to 12:30 PM+. Concrete trucks will begin arriving
at 8:45 AM to place 66 cubic yards of concrete in pile caps (and
piles) 5, 6, and 7. The contractor is estimating concrete delivery at
15 cubic yards per hour. This is an estimate, so please don't count on
the bridge being open at exactly 12:30. The closure has been posted as
4 to 6 hours.
Members viewing the webcam may have noticed the lack
of a red flag on the railing to signify that the closure schedule is
in effect. The flag was stolen! The contractor is now using orange
delineators/cones in its place. (12/18/11)
CAUTION
The detour lane was completed Friday,
December 16th, and vehicles are now driving on steel plates at the
west end of the bridge. The steel plates are very slippery during
freezing weather conditions. PROCEED WITH CAUTION.
4-Hour Bridge Closure 12/16
8:30 AM to 12:30 PM on Friday,

The work crew will be finishing the detour lane at
the west end of the bridge on Friday, Dec. 16th. The bridge will be
CLOSED from 8:30 AM to 12:30 PM. It will be open for the remainder
of the day. (12/13/11)
Concrete Pouring Starts Soon
During the coming weeks there will be a lot of
activity on the bridge and members should expect the bridge to be
closed during the scheduled hours posted. The crew will be working on
weekdays through the holiday season, with the exception of Dec. 26th
and Jan. 2nd.
They will be working at the west end finishing the
detour lane Dec. 12th to 16th, after which the
detour restrictions will be
in effect.
The piles have all been driven and cut to the
designed height; platforms are now being constructed in preparation
for filling the piles with concrete and pouring the concrete pile
caps. The contractor plans on completing this concrete work over a
five-week period, with pouring scheduled for one day each week. Three
of the 15 bents will be completed per pour, requiring 30
66 yards of
concrete.
On each of the five days (one per week) that the
concrete is being poured, the bridge will be closed at 8:30 AM for
four to six hours. The concrete work will begin during the work week
beginning December 19th. As soon as the exact date is confirmed, the
modified closure schedule will be posted.

Bridge Open Thanksgiving Week
There will be no daily weekday closures during
Thanksgiving week (11/21 to 11/25). American Construction will be
working on Monday through Wednesday. However, they will not need the
previously scheduled
daily closures, although a few short delays may be required. The
bridge is open all day on weekends. (11/18/11)
Emergency Response Plan During Closures
The Club has contracted with a private ambulance
service, Mason County Medic One, to provide emergency medical response
services during the
upcoming bridge closures. An ambulance staffed with two EMT's will
be stationed on the island November 15th and 17th. They will be
responding immediately if a 911 call is received from Treasure Island.
Meanwhile, paramedics will be on their way; they will have foot access
to and from the island. Vehicles on standby will pick them up on the
bridge to get them where they need to go to assist Medic One. The
Medic One ambulance will transport patients to the west end of the
bridge, where they will be wheeled across a walkway to a waiting
ambulance for transport (this walkway will be provided for emergency
services only).
Firefighting equipment will also be stationed on the
island during the closures. (11/13/11)
Bridge Signal Light Timing Changed
The timing of the bridge signal light has been
extended to accommodate the 10 mph construction zone speed limit and
other delays that are occurring on the bridge. This extension will
allow more time for vehicles to cross. The wait will be longer when
sitting at a red light, but this should eliminate head-on traffic on
the bridge. (11/13/11)
7:30 AM to 7:30 PM
Tuesday, 11/15 and Thursday, 11/17
The west end of the bridge will be disassembled
during these two closures. The bridge deck will be lifted, piles
driven, and the deck will be reassembled on November 15th. The deck
will be lifted again on November 17th. When the work is finished at
the end of the day, vehicles will be using the detour lane. The
contractor will make every effort to be completed by the time stated.
If they run late, please be patient!
Vehicle
size restrictions will be in effect after November 17th.
With the exception of provisions
made for emergency services, there will be NO ACCESS for vehicles
or pedestrians during these two closures.
There will be no mail delivery on these two
days. Garbage and recyclables will be picked up on Thursday before the
bridge closes at 7:30 AM.
Please remember not to block driveways on the
mainland while waiting for the bridge to open.
For all other weekdays the
current closure schedule
remains in effect until otherwise notified.

There is now an orange flag on the railing visible
from the
webcam when the bridge is CLOSED. There is also a change to
the closure schedule.

This
week the project team decided that rather than changing the closure
schedule from week to week, consistency would be better for everybody
to plan around. We're going to be on the
current schedule
from now until the pile driving is completed. After that the schedule
may be modified to allow the bridge to be open more often. If the
bridge is open during a scheduled closure period, the orange flag will

closures. There will be equipment on the bridge during these times.

traffic delays schedule will resume.

Power Outage and Bridge Closure 10/19/11
The bridge will be closed on Wednesday, October 19th
from 9:00 AM to 3:00 PM due to work being done by PUD #3. There will
also be a power outage on Treasure Island.

To allow work on the bridge to proceed safely and
efficiently, there will be three time periods each weekday (Monday
through Friday) starting Monday, 10/3/11, when American Construction
will be allowed to close the bridge as necessary. Closure times will
range from a few minutes to an hour:

The bridge will be OPEN at all other times. This
plan will be in place until the bridge detour is completed in
November. The contractor will make every effort to minimize the length
of the closures and, if possible, will periodically stop work to allow vehicles to
cross the bridge during the traffic delay periods. It is not expected
that there will be closures during every traffic delay period, and on
some days there won’t be any. If you see traffic cones blocking the
bridge approach, please assume the bridge is temporarily closed and do
not drive out onto the bridge until you get an OK from the contractor
that it is safe to cross. Thank you for your patience. This alert
concerns ad hoc temporary delays. Planned full closure notices will be

Bridge Webcam Ready for Viewing
A webcam has been installed near the bridge to allow
daylight viewing of the bridge replacement project. The camera looks
west toward the mainland. The image is refreshed every three seconds.
There is a permanent link to the webcam on the
home page (just below the horizontal line). You can also access
the camera from the following link:
The first time you connect to the camera you may be
asked to install an Active X control. The control is safe to install.
The webcam is a network camera made by Panasonic.
Fair Harbor Marina uses
the same model. The camera uploads images to the Internet using a
broadband connection installed by WaveCable at Pump House #1. The
Board thanks Daryl Axelson for researching, installing, and testing
the camera. The camera will be in operation until bridge construction

Our engineers have designed the
clearances on the temporary detour to accommodate life safety
vehicles, including fire trucks. TICC cannot be responsible for
vehicular clearance beyond life safety requirements.
If you are concerned about the
clearances and turning radius of your specific vehicle beyond the
design criteria stated above, TICC suggests that you take your vehicle
off the island before September 19th, when construction will start.

Notice of Spraying
The Club's maintenance employee will be spraying
Round-up on common areas WEDNESDAY - AUGUST 24 - beginning at 10 AM.
Most of the spraying will be done in ditches and around culvert ends

9th Annual Fun Run Results
Thank you to the more than 250 people who came out
to support the 9th Annual Treasure Island Fun Run. We raised
approximately $4000 this year bringing our total donation over

Board of Trustees Changes
At the Board meeting on May 7, 2011, Larry Grumme
was appointed as the Water Commissioner. Previously the position was
vacant. Larry's term runs until 2013. Also at the meeting Ken Sanberg
was appointed to the Board. He will take over Larry's old job as Dock
Commissioner. Ken's term is up this year. For a list of all Board

Public Hearing on Bridge Replacement Project
A PUBLIC HEARING regarding the bridge replacement
project is scheduled for Saturday, July 24th, 7 PM, at the Grapeview
Firehall. The Club has initiated an application with the United States
Department of Agriculture (USDA) for a loan to finance the bridge
replacement project. The USDA requires the applicant to inform the
general public of the proposed project. Bridge Commissioner, Roger
Hansen, will provide an overview of the physical aspects of the
project as presented at the June Informational Member Meeting and the
July Annual Member Meeting. This meeting will give the citizenry an
opportunity to become acquainted with the proposed project and to
comment and ask questions. (7/20/10)

At the 2010 annual membership meeting, Gary
Longmire, Rich Harder, and Larry Grumme were elected to full terms. In
July, before the meeting, Water Commissioner Daryl Axelson resigned
from the Board. That position is currently vacant. The Board thanks

Bridge Closure Extended to March 6th
The contractor ran into some problems on March 4th
and will need more time to complete their work. The bridge will need
to be closed again on Saturday, March 6 from 8:30 AM to about 12:30

Bridge Closure March 4th and 5th
The bridge will be closed from 8:30 AM to 4:00 PM on
Thursday, March 4 and Friday, March 5. The closure is to allow
equipment to be stationed on the bridge to do borings for analysis of
the subsurface under the bridge. (2/26/10)
Bridge Repairs Complete
At the Special Membership Meeting held November 14,
bridge commissioner Roger Hansen announced that this fall's bridge
repairs are complete. Pictures of the barge and crane that were a
fixture in the Grapeview Channel for the last two months can be seen
on the Bridge Repair photo page. The
repairs were made by Quigg Brothers Construction of Aberdeen, WA.
Roger stressed that the repairs are temporary and can only be expected
to extend the life of the structural elements that were repaired by 5
to 10 years. The repair technique used was to "sister in" new caps and
pilings; that is, to insert them alongside the defective units but not
to actually remove the old ones. The bridge will continue to have
annual inspections. New load limits will be posted as soon as they are

Water Tank To Be Put Back in Service
Following a soak period and a review of water
sampling tests, the state's Office of Drinking Water has given
Treasure Island the green light to put the water tank back online.
Some residents may experience a drop in water pressure as we return to
using the normal distribution system. The "Please Conserve Water"
banner will be taken down. However, the water distribution team
asks you to continue to use island water wisely and effectively.

New Board Member
Larry Grumme was appointed to the Board of Trustees
at a Special Board Meeting held on October 24, 2009. He replaces Rocky
Brown, who resigned in October. The Board thanks Rocky for her
outstanding service. Mr. Grumme will serve as Dock Commissioner.

Water Tank Testing Postponed
Testing of the water in the newly recoated water
tank has been postponed from 11/2/09 to 11/9/09. This week the tank
will be drained and refilled for a second soaking period. If the water
samples taken next week are satisfactory, the water distribution team
expects to put the tank back in service within a few days of receiving

A Special Meeting
of the Members of Treasure Island Country Club will be held at 10:00
AM on Saturday, November 14, 2009, at the Grapeview Fire Hall. To
prepare for the meeting, please review the following documents:
Water Tank Update
The tank has been painted and Long Painting has
de-mobilized.
On October 16th Nicholson Drilling replaced the
float switches in the tank.
The next steps are to allow the paint to cure for 7
days, which started on October 15th. On October 22nd, we will start
our process of putting the tank back online. This will involve:
- Back-flushing the lines going into and out of the
tank (Oct. 22nd).
- Cleaning any residual debris out of the tank
(Oct. 22nd - Oct. 23rd).
- Filling the tank to the float switch stops (Oct.
23rd - Oct 24th).
- Letting the tank soak for up to 7 days (Oct 24th
- Oct 30th).
- Taking water samples (Oct. 30th).
- If the samples come back good, the tank will be
put back into service. (10/20/09)

Fun Run Results
Thank you to everyone who supported the
Treasure Island Fun Run and helped finish off one of the wildest and
busiest weekends on Treasure Island. This year’s run brought together
230 participants and raised $3300! This amount brings our total
contribution to Fred Hutchinson to $18,136 over the last seven years.

Annual Membership Meeting and Picnic Rescheduled
The annual membership meeting has been rescheduled
from July 11 to Saturday, August 1 at 9:00 AM at the Grapeview Fire
Hall. Note the one-hour-earlier start time. The potluck picnic
scheduled for July 12 has been cancelled. However, mark your
calendars! A concert and picnic are being hosted by a fellow islander
at our community beach on August 1 after the membership meeting. Stan
Yantis and the Windjammers will begin playing at 1:00 PM. All

7th Annual Treasure Island Fun Run/Walk
The 7th Annual Treasure Island Fun Run/Walk will be
Sunday, July 5th at 11:00 am. For more information:
Bridge Inspection March 30 & March 31
Exceltech Consulting
will be inspecting the bridge on March 30 & 31 to ensure it is safe
for the posted load and speed limits and to provide data on any needed
repairs. The inspection begins at 7 AM and is scheduled to last until
dusk. Please expect possible traffic delays of up to 15 minutes EACH
depending on the inspection task being performed. Volunteers are
needed for traffic control. Contact Road Commissioner Daryl Axelson at
425-422-0864 if you are available to help out at various times
throughout the days. Be sure to provide your daytime phone number.

Community Beach Work Party April 18
Come join us Saturday, April 18 at 10:00am
to help scrape and paint the shelter and storage buildings at our
Community Beach. If you can, bring your own brushes and scrapers and
paint pans. Let’s make our Community Beach shine!!

Board Vacancies
The Board of Trustees
has two vacant positions. One of the candidates elected at the 2008
annual meeting was unable to serve, and Jan Croke, Dock Commissioner,
recently resigned from the Board. Please contact Linda Pryor if you
are interested in filling either position. One runs until July 2010
and the other until July 2011.

Garbage
We don’t have a problem with neighbors throwing
garbage or yard waste onto their neighbor’s property, but throwing it
in the water yields the same result! Several members have complained
about the amounts of food-generated garbage and yard waste washing up
on their beaches.
According to Mason County Motorboat Ordinance No
83-88, it is unlawful to dump or throw any oil, garbage, ashes, brush,
roots, lawn trimmings, etc. (there’s a long list) in or upon navigable
water or on the shores so that by any means the item or substance may
be washed into the water. This is called dumping debris and a person
can be cited and fined for this offense.
Please be considerate of your neighbors, the
environment, and the boaters, water skiers, etc. when disposing of
your trash.
Speaking of trash....litter on the float at the dock
facility is beginning to be a problem. Please take your trash with you
when you leave the facility.
Animal Control
For many years, roaming dogs were a constant problem
here on the island. There are always exceptions, but in general, we
seem to have solved that problem. On behalf of all the neighbors who
had to deal with the loose dogs, we thank everyone who confines their
pet to their own property and walks them on a leash. And we thank
everyone who makes sure their guests do the same!
Another dog-related issue that is not solved is the
considerable amount of excrement on the roadsides. Not only does this
create an unhealthy condition for both people and their pets, it has
also been noted as a possible factor in the increasing number of rat
sightings. Mowing and weedeating our roadsides should not be such a
disgusting job! PLEASE pay closer attention to cleaning up after your
pets and be sure your guests do the same.
Non-residents are often seen walking around the
island with their dogs. Most of them honor our leash law, but do they
clean up after their pets? It is only with everybody’s help that we
can solve this problem. If you see someone walking their pet and
leaving us a gift, say something to them!
Parking
Parking on the road shoulders is not permitted!
During the summer months this isn’t always possible. To allow enough
room for emergency vehicles to get through, instruct guests to park on
one side of the roadway only. Members are encouraged to use the upper
dock area to park their empty boat trailers while their boat is in
use.
