Service Responsibilities

In general practice, most water utilities own the service pipe from the distribution main to the meter or service connection and maintain it to this point. It is then the responsibility of the homeowner to maintain the service line from the meter or service connection to the house.

In all the business of Treasure Island Country Club, Inc., it has been unclear precisely where the responsibility for water service begins and ends, either for the customer or the utility. This statement is being written to clarify this issue:

Treasure Island Country Club, Inc. (the utility), owns the water distribution system, including the water rights, from the water sources, the wells, to the service connection, and the valve at or near the property line where, generally, the water meter would be attached.

  1. Treasure Island Country Club, Inc., is responsible for maintenance and repair of the water lines of Treasure Island from the water sources to the service connection.
  2. The valve belongs to the utility.
  3. The valve is to be surrounded by a vault or valve box.
  4. The utility and the property user shall have reasonable access to the valve.
  5. Both parties should know the location of the valve.
  6. The utility shall preserve a map showing the approximate location of the service connection.
  7. If the valve is located or positioned in a driveway or parking area created by the property user, it is to be protected from breakage at the cost of property owner.
  8. It shall be the responsibility of the property user to request the location of the water distribution system from a representative of the utility before digging. The property user or owner shall be responsible for any break or damage to the water system caused by their digging or the digging of their contractor.
  9. It shall be the responsibility of the property user to report promptly to a representative of the utility or a Trustee of the corporation any break, leak, or reconfiguration of the water lines from the source to the service connection for expedient repair or maintenance.
  10. Each property should have its own shutoff valve beyond the service connection for use if the property user should need to discontinue service in order to make a repair, winterize, etc.
  11. It shall be the responsibility of the property user to promptly repair or have repaired the service line from the service connection to and throughout the house if it is leaking water.
  12. It is the responsibility of the property owner to request a service hook-up (service connection installation) from the corporation before staying on the property. There is a charge for a hook-up.
  13. Every property user should alert the corporation to any hazards of cross connection, greater than minimal, on the property.
