MINUTES OF THE BOARD OF TRUSTEES SPECIAL MEETING held March 28, 2009 at the Horton Community Center, Grapeview. The meeting was opened at 9:00 AM by President Morina Dustan and attended by Daryl Axelson, Linda Pryor, Iris Ziller, and Rocky Brown; and employee Rod Wilkinson.
The Trustees reviewed updates to all the Elements included in the Small Water System Management Plan (SWSMP) as submitted by Iris Ziller.
Items identified to complete the update were noted: Certification for the annual Consumer Confidence Report, written procedures for the Cross Connection Control Program, and a job description and fee schedule to update the contract with WDM Steve (Skip) Beahm.
Trustees discussed emergency provisions as drafted and agreed to pursue the purchase of a generator to operate one of the wells during extended power outages. An alternative source of water also needs to be researched and identified in the SWSMP.
Private properties that are within the Sanitary Setback Areas around each well will be flagged in the water connection database. These property owners will be sent annual reminders of the precautions that should be observed in these areas.
Software and instructions for the equipment installed to monitor well performance will be provided to Daryl Axelson so it can be accessed if needed during Iris’ absence.
Iris will maintain the SWSMP, updating documents as applicable, and will be responsible for maintaining an electronic record of completed maintenance tasks and repairs.
